You must be joking. If you are not, then nulli can never ever hope to beat goons.
goons hand out cap ships like candy to players. If you look at PL's public budget, they have a supercap subsidy budget.
It used to be that most null sec denizens made billions upon billions every week doing PvE in secure null sec enclaves. They top out at maybe 150 M / hour running anom's, but when you factor in all the escalations and the pirate BPC drops from those, plus the A-Type loot, it is an insane amount per hour.
When I lived in Pure Blind, which is terrible truesec, I made somewhat less than 100M / hour running anoms, and that was in a solo Ishtar, armour tanked. Guys with fighters assigned from a carrier did better. But I got wealthy out of the escalations and 10/10 loot drops.
Now, things have changed down there, since I lived in null.
Anyone with a CFC logo or CFC renter logo on the side of their ship not only rats in virtual complete safety, they have immense alliance level and corporate level income flowing in, supposedly that "trickles down" to the line members.
I can't speak to the East side of null sec PvE income, where there are a ton of caged rats all living in a ever shrinking cage.
But bottom line, a supercarrier, fully fitted, is in the 25 B to 35 B range. Even at 150 M / hour, that is about 250 hours, at the extreme top end, or ratting. For the likes of goons, it is way way less. 250 hours is a couple months of work for the typical null sec player.
A Titan, well, now you are in the 75B to 100B range. That is some serious coin, but easily accomplished if you live in a rich alliance. A poor one, it is brutal.
I have asked CCP before how many supercaps are in the game and even how many are now sitting on idled accounts. But the cartels don't want that number made public, because it punches such a huge hole in the lie about how tough it is to live in null, and how high sec should be nerfed to level the playing field.

You might want to look at my corp history, and then look at the alliance history of one of those corps. Then look at the residential history of your own alliance.
